I went to upload some photos yesterday, and had some trouble with the off-line Uploader I've used for years. It said I was signed out, but when I tried to sign in, it did nothing. Oh, it put me in a loop cycle of pop-ups and buttons to push, but I always wound up right back at the same place, with the Uploader still not signed in.
So I tried the so called Help Forum to see if this issue had been previously addressed, and there was a recent query about Uploading issues. Turned out they were talking mainly about the online version, but I asked anyway what my problem could entail.
I was given a link to another Flickr reply to someone else, and it stated that the 3.2.1 Uploader has not been supported for years, and that if you sign out now, you will not be allowed to sign back in. Well, I never signed out, someone at Flickr must have done it. Could be they are hunting down accounts that have actively been using the 3.2.1 Uploader, and surreptitiously signing folks out so they have no choice in the matter.
So if you are still using the 3.2.1 Uploader on Flickr, your time is short. Better get used to the online version (that little cloud with the Up arrow at the top of your Flickr homepage).
