Fascinating; I've never seen the instructions for, or details of, the set-up that the UK Police followed with their various FX-3 types but it was probably pretty similar.
It's got me thinking about the shadow(s) cast in UK mug-shots - I've never thought about it until now but it'll give a good clue as to the flash set-up. Knowing our police back in the 1970s - 1980s, it wouldn't have been very sophisticated. Somewhere I know I have an article from the British Journal of Photography on the work of one of the police scene-of-crime/forensic photographers in England that was published about 20 years ago...time for another rummage.
